This study analyzes the ideals of responsibility and accountability, asking such questions as when it is legitimate to blame top officials of an organization for mistakes made by personnel below them in the bureaucratic hierarchy; when things go wrong in a large and complex organization like the Canadian Forces, who is responsible and accountable; and whether a plea of ignorance is a good excuse. The study also analyzes the doctrine of ministerial responsibility in both the British and Canadian parliamentary (...) traditions, asking whether it is realistic to expect that a government minister should be held responsible for everything that goes wrong in his/her department. Finally, traditional military values are examined, considering the kinds of attitudes and values expected from Canada's armed forces and the differences between the military and civilian sectors. BackgroundIn the 1970s, the Federal Trade Commission declared that allowing medical providers to advertise directly to consumers would be “providing the public with truthful information about the price, quality or other aspects of their service.” However, our understanding of the advertising content is highly limited.ObjectiveTo assess whether direct-to-consumer medical service advertisements provide relevant information on access, quality and cost of care, a content analysis was conducted.MethodTelevision and online advertisements for medical services directly targeting consumers were collected (...) in two major urban centres in Nevada, USA, identifying 313 television advertisements and 200 non-duplicate online advertisements.ResultsBoth television and online advertisements reliably conveyed information about the services provided and how to make an appointment. At the same time, less than half of the advertisements featured insurance information and hours of operation and less than a quarter of them contained information regarding the quality and price of care. The claims of quality were substantiated in even fewer advertisements. The scarcity of quality and cost information was more severe in television advertisements.ConclusionThere is little evidence that medical service advertising, in its current form, would contribute to lower prices or improved quality of care by providing valuable information to consumers. (2018) Consciousness (Critical Concepts in Psychology), a 4-volume collection of Major Works on Consciousness commissioned by Routledge, London. Each of the Companions presents a pre-publication version of the introduction to one of the Volumes and, for Volume 1, it also sets the stage for the entire, printed collection. As the collection forms part of a Critical Concepts in Psychology series, this selection of major works focuses mainly on works (...) that have a direct psychological relevance. From the mid 19th Century onwards, psychology began to separate itself from philosophy, and the development of psychological thought about consciousness links intimately to the development of psychology itself. In order to trace this development, the four volumes of this collection follow a rough, historical sequence. Volume 1 deals with The Origins of Psychology and the Study of Consciousness. Volumes 2 and 3 deal with contemporary Cognitive and Neuropsychological Approaches to the Study of Consciousness. And Volume 4 focuses mainly on New Directions: Psychogenesis, Transformations of Consciousness and Non-reductive, Integrative Theories, which deal with issues likely to expand current, mainstream thought in potentially novel, and, sometimes, challenging directions. -/- The printed, 4-Volume collection presents 89 major readings (or salient extracts from major readings) drawn from the entire field of Consciousness Studies, along with these introductions and an extensive index. In modern literature on the nature of man, we find two main trends : a pessimistic and an optimistic interpretation. Superficially they appear to be mutually exclusive. The first, which usually accepts Machiavelli as its authority, represents human beings as fundamentally evil ; the second, of which Rousseau is the outstanding exponent, depicts man as good by nature.The author demonstrates that both trends are identical in one fundamental aspect, namely that they reject an entire set of impulses comprehensively defined as (...) egoistic. A scale of values that counsels an amenable attitude and consideration of one's neighbor and the public weal, and rejects all egoistical indifference, conditions the practical and theoretical morals of the times.The picture of man inherent in such conceptions does not, however, conform to reality. Endeavoring to explain the obvious contradiction between reality and the moral attitude in modern times, the author analyses the social-psychological situation as evidenced in several outstanding historical events. The Roman revolt of Cola di Rienzo, the movement of Savonarola, the Reformation and the French Revolution, which are described as typical, reveal distinct similarities. Rural and urban masses, whose situation has become unbearable, slide off in a revolutionary direction. This movement is then channelled off by the propertied classes in such a way as to permit them to effect the changes they want in administration, in political, legal and religious institutions. Those impulses of the masses which transgress such demands are diverted into an inner spiritual revival. This accounts largely for the similarities of such events.From such conceptions, the author develops the significance of the modern leader, the endowment of him with magic qualities, the importance of symbols and festivities, the significance of speech, the ever-recurring cry for a revival of the soul, the substitution of new for old „elites“, religious devotion, and the anchorage of poverty in the eternal essence of things. While these phenomena occupy the foreground of the scene in such movements as those described, they are also effective in everyday life. In this way, the function of the moral ideal in incorporating the masses into the framework of existing society is revealed. Asceticism, which is closely connected with these phenomena, during the entire period of individualism has exercised a potent civilizing function, and has contributed towards the development of those human and objective elements necessary for the attainment of a higher historical level. An integral part of the social mechanism of the modern epoch is the process of turning the flow of life inward into a purification of the soul.On the other hand, the depreciation of the individual's happiness, which is reflected in the moral ideal and which, under the ruling social conditions is confirmed daily through the insecurity of life, brings forth a general nihilism which finds expression in the indifference and coolness of human beings towards each other, as well as in various manifestations of barbarism in this epoch.The author maintains that selfishness as a general characteristic of the modern type of man may be traced directly to the social structure, which implies the isolation of the individual. His analysis of the historical events is intended to make the connection more concrete. Thus the study attempts to contribute towards an understanding of the present, in demonstrating that some of its terrifying psychological phenomena are not isolated and accidental, but related to the entire history of the epoch.Dans la littérature anthropologique des temps modernes, on distingue parfois deux tendances, Y une pessimiste et l'autre optimiste. Public health agencies undertake a broad range of health promotion and injury and disease prevention activities in collaboration with an array of actors, such as the community, businesses, and non-profit organizations. These activities are “multisectoral” in nature and centered on public health agencies that oversee and engage with the other actors. Public health agencies can influence the hazardous activities in the private sector in a variety of ways, “ranging from prohibition and regulation to volunteerism, and from cooperation (...) to cooption.” Hence, a public health agency that possesses the necessary administrative resources and authority is vital to the effective implementation of health policies and regulations.In the developing world, however, many state health agencies lack these basic capacities in dealing with critical health threats, including their ability to avert epidemics of communicable diseases arising from poor sanitary conditions. A serious constraint is the shortage of public health funding for health agencies in the developing world for typical agency functions. This is often aggravated by the transaction-intensive demands entailed in enforcing regulations among an array of private and public sector actors including individuals, businesses, and local bodies responsible for providing civic services. One rationale policy-makers sometimes give for declining to fund a service or intervention is on the grounds that it would be ‘unaffordable’, which is to say, that the total cost of providing the service or intervention for all eligible recipients would exceed the budget limit. But does the mere fact that a service or intervention is unaffordable present a reason not to fund it? Thus far, the philosophical literature has remained largely silent on this issue. However, in (...) this article, we consider this kind of thinking in depth. Albeit with certain important caveats, we argue that the use of affordability criteria in matters of public financing commits what Parfit might have called a ‘mistake in moral mathematics’. First, it fails to abide by what we term a principle of ‘non-perfectionism’ in moral action: the mere fact that it is practically impossible for you to do all the good that you have reason to do does not present a reason not to do whatever good you can do. And second, when used as a means of arbitrating between which services to fund, affordability criteria can lead to a kind of ‘numerical discrimination’. Dialectic of Enlightenment is undoubtedly the most influential publication of the Frankfurt School of Critical Theory. Written during the Second World War and circulated privately, it appeared in a printed edition in Amsterdam in 1947. "What we had set out to do," the authors write in the Preface, "was nothing less than to explain why humanity, instead of entering a truly human state, is sinking into a new kind of barbarism." Yet the work goes far beyond a mere critique of (...) contemporary events. Historically remote developments, indeed, the birth of Western history and of subjectivity itself out of the struggle against natural forces, as represented in myths, are connected in a wide arch to the most threatening experiences of the present. The book consists in five chapters, at first glance unconnected, together with a number of shorter notes. The various analyses concern such phenomena as the detachment of science from practical life, formalized morality, the manipulative nature of entertainment culture, and a paranoid behavioral structure, expressed in aggressive anti-Semitism, that marks the limits of enlightenment. The authors perceive a common element in these phenomena, the tendency toward self-destruction of the guiding criteria inherent in enlightenment thought from the beginning. Using historical analyses to elucidate the present, they show, against the background of a prehistory of subjectivity, why the National Socialist terror was not an aberration of modern history but was rooted deeply in the fundamental characteristics of Western civilization. Adorno and Horkheimer see the self-destruction of Western reason as grounded in a historical and fateful dialectic between the domination of external nature and society. They trace enlightenment, which split these spheres apart, back to its mythical roots. Enlightenment and myth, therefore, are not irreconcilable opposites, but dialectically mediated qualities of both real and intellectual life. "Myth is already enlightenment, and enlightenment reverts to mythology." This paradox is the fundamental thesis of the book. This new translation, based on the text in the complete edition of the works of Max Horkheimer, contains textual variants, commentary upon them, and an editorial discussion of the position of this work in the development of Critical Theory. In this study, we discuss the role of senior nurses who sit on clinical commissioning groups that now plan and procure most health services in England. These nurses are expected to bring a nursing view to all aspects of clinical commissioning group business. The role is a senior level appointment and requires experience of strategic commissioning. However, little is known about how nurses function in these roles. Following Barrientos' methodology, published policy and literature were analysed to investigate these roles and (...) National Health Service England's claim that nursing can influence and advance a nursing perspective in clinical commissioning groups. Drawing on work by Berg, Barry and Chandler on ‘new public management’, we discuss how nurses on clinical commissioning groups work at the alignment of the interests of biomedicine and managerialism. We propose that the way this nursing role is being implemented might paradoxically offer further evidence of the devaluing of nursing rather than the emergence of a strong professional nursing voice at the level of strategic commissioning. Classical ways of viewing the relation of consciousness to the brain and physical world make it difficult to see how consciousness can be a subject of scientific study. In contrast to physical events, it seems to be private, subjective, and viewable only from a subject's first-person perspective. But much of psychology does investigate human experience, which suggests that classical ways of viewing these relations must be wrong. An alternative, Reflexive model is outlined along with it's consequences for methodology. Within this (...) model the external phenomenal world is viewed as part-of consciousness, rather than apart-from it. Observed events are only "public" in the sense of "private experience shared." Scientific observations are only "objective" in the sense of "intersubjective." Observed phenomena are only "repeatable" in the sense that they are sufficiently similar to be taken for "tokens" of the same event "type." This closes the gap between physical and psychological phenomena. Indeed, events out-there in the world can often be regarded as either physical or psychological depending on the network of relationships under consideration. (shrink)

In spite of this, many of the ethical stances taken in liberal societies are paternalistic and authoritarian. The paper explores how several commissions of inquiry established in Quebec, Canada, have, over time, contributed in redefining the meaning of quality in health-care and its management. Adopting an interpretive analysis of commissions’ reports, the paper examines the particular ‘conceptual boxes’ used by their members to tackle quality and the embedded nature of their work. It is shown that although quality was always considered, this was generally done by bringing into focus specific quality domains and issues, some new, others (...) not so new. In addition, the various management approaches to quality featured in the reports were informed by evolving templates; although this evolution was not as straight and unwavering as some retrospective studies of quality in health-care seem to indicate. A common thread to all commissions is the fact that, beyond the definition of general principles, responsibility for quality oversight was not clearly assigned and criteria on whether quality initiatives should be voluntary or compulsory were often left unspecified. Further, quality was never regarded by the commissions as a strategic aspect of health-care. It is speculated that these failings on the part of commissions may partly explain the unassertive course of action taken by the provincial government in the area. (shrink)

An emerging consensus regards domestic amnesties for international crimes as generally inconsistent with international law. This legal consensus rests on a norm against impunity: the chief role of international criminal law, and of the fledgling International Criminal Court , is to end impunity for violators of the worst of criminal acts. But the anti-impunity norm, and the anti-amnesty consensus that has arisen from it, now face serious difficulties. The ICC's role in the ongoing conflict in Northern Uganda illustrates the deadlock (...) that has now emerged between countries wishing to retain the power to use domestic politics and criminal law as tools for negotiation with current or outgoing perpetrators, on the one side, and the ICC's determination to apply a consistent international anti-impunity norm, on the other. The paper argues that the anti-impunity norm itself is based on a narrowly retributivist conception of criminal justice. A broader norm for democratic accountability, by contrast, would continue to prefer prosecutions over amnesties in international law, less for the opportunity for deserved retribution for perpetrators than for the public enactment of the deliberative procedures associated with the rule of law.Keywords: amnesty; impunity; international law; international criminal court. Mona Simion has recently argued for a function-first norm of moral assertion. According to function-first accounts, the norm of any kind of assertion is determined by the function of that kind of assertion. She argues that, on the assumption that moral understanding is the goal of moral inquiry, the function of moral assertion is reliably generating moral understanding in others and that the norm of moral assertion should fall out of that function. In particular, she thinks the norm should (...) be such that satisfying it is the most reliable way for one’s moral assertions to generate moral understanding in others—at least when all else goes well. With this in mind, she proposes The Explanation Proffering Account of Moral Assertion. First, I argue that satisfying EPNMA is not the only or most reliable way for one’s moral assertion to generate moral understanding in one’s audience. I propose an alternative norm on which one must accompany one’s moral assertions with a maieutic speech act, i.e., an utterance in the form of a question or assertion that aims to elicit knowledge or other epistemic states from an audience. Second, I present counterexamples to EPNMA wherein speakers make moral assertions that violate EPNMA and yet they are not intuitively epistemically criticizable for their assertion. I conclude by briefly sketching an alternative account that avoids the pitfalls of EPNMA. (shrink)

What exactly does conceptual analysis consist in? Is it empirical or a priori? How does it support philosophical theses? and What kinds of thesis are these? There is no consensus on these questions in contemporary philosophy. This study aims to defend conceptual analysis by showing that it comprises a number of different methods and by explaining their importance in philosophy. After setting out an initial dilemma for conceptual analysis, the study outlines a minimal ecumenical account of concepts, as well as (...) an account of concept possession and concept employment. On the basis of these accounts, the study then argues that there are both empirical and a priori forms of conceptual analysis, and that each can be defended as legitimate methods. The philosophical interest of conceptual analysis, however, resides in relying on all three types of method in the service of answering philosophical concerns. Avner Baz claims that questions philosophers ask about hypothetical cases lack the kind of ‘point’ possessed by ‘everyday’ questions. He concludes from this that there is something wrong with the philosophical practice of asking questions about hypothetical cases. This paper defends the practice from Baz’s criticism.

The topic of Ron Paterson’s book which was recently reviewed by Deborah Oyer only scratches the surface of a disturbing problem that is not confined to medicine, as health care delivery is a multidisciplinary experience for patients. I hear stories from patients about bullying dieticians, callous nurses, and institutions that espouse patient-centred care yet fail to deliver it to individuals who are unwell, worried, and vulnerable in an unfamiliar environment into which they have come for help. Maybe being conversant with (...) standard guidelines and care pathways for specific health conditions makes it too easy forget that, for individual patients, ill health is a unique experience within their life-world. It could and should be our default approach as clinicians (and ancillary personnel) to acknowledge the fundamental competence that patients bring to health service encounters and to help them comprehend their options and the ramifications of their preferences within their life-world. To be able to produce and understand metaphorical statements is nothing much to boast about: these familiar skills, which children seem to acquire as they learn to talk, are perhaps no more remarkable than our ability to tell and to understand jokes. How odd then that it remains difficult to explain what we do in grasping metaphorical statements. In a provocative paper, "What Metaphors Mean,"1 Donald Davidson has recently charged many students of metaphor, ancient and modern, with having committed a (...) "central mistake." According to him, there is "error and confusion" in claiming "that a metaphor has, in addition to its literal sense or meaning, another sense or meaning." The guilty include "literary critics like Richards, Empson, and Winters; philosophers from Aristotle to Max Black; psychologists from Freud and earlier to Skinner and later; and linguists from Plato to Uriel Weinreich and George Lakoff." Good company, if somewhat mixed. The error to be extirpated is the "idea that a metaphor has a special meaning" . If Davidson is right, much that has been written about metaphor might well be consigned to the flames. The discourse on kitsch has changed tone. The concept, which in the early 20th century referred more to pretentious pseudo-art than to cute everyday objects, was attacked between the World Wars by theorists of modernity (e.g. Greenberg on Repin). The late 20th century scholars gazed at it with critical curiosity (Eco, Kulka, Calinescu). What we now have is a profound interest in and acceptance of cute mass-produced objects. It has become marginal to use the concept to criticize pseudo-art. Scholars who (...) write about kitsch are no longer against it (Anderson, Olalquiaga). And since the 2000s, art students have been telling us that they “love kitsch”. The contemporary concept is strongly attached to certain colors (pink) and materials (porcelain). In this article I aspire to find some keys on how to view the history and contemporary state of the concept. My hypothesis is that the change in the use of the concept has at least partly to do with changes in the concept of art, which has lately, this is my hypothesis, become sufficiently decentralized from its original roots and boundaries (upper class, male, ethnically Central European). To be able to produce and understand metaphorical statements is nothing much to boast about: these familiar skills, which children seem to acquire as they learn to talk, are perhaps no more remarkable than our ability to tell and to understand jokes. How odd then that it remains difficult to explain what we do in grasping metaphorical statements. In a provocative paper, "What Metaphors Mean,"1 Donald Davidson has recently charged many students of metaphor, ancient and modern, with having committed a (...) "central mistake." According to him, there is "error and confusion" in claiming "that a metaphor has, in addition to its literal sense or meaning, another sense or meaning." The guilty include "literary critics like Richards, Empson, and Winters; philosophers from Aristotle to Max Black; psychologists from Freud and earlier to Skinner and later; and linguists from Plato to Uriel Weinreich and George Lakoff." Good company, if somewhat mixed. The error to be extirpated is the "idea that a metaphor has a special meaning". If Davidson is right, much that has been written about metaphor might well be consigned to the flames. Some philosophers, for example David Lewis, have argued for the need to introduce de se contents or centered contents, i.e. contents of thought and speech the correctness of believing which depends not only on the possible world one inhabits, but also on the location one occupies. Independently, philosophers like Robert Stalnaker (and also David Lewis) have developed the conversational score model of linguistic communication. This conversational model usually relies on a more standard conception of content according to which the correctness (...) of believing a content depends merely on the possible world one occupies. The aim of this paper is to develop a modified conversational score model that operates with centered contents. I begin by explaining how in principle centered contents can figure in the transfer of information from one thinker to another. Here I distinguish the local portability approach from the portable surrogate approach. Then I explain how these modes of information transfer can be exploited in a stalnakerian conversational model involving centered contents, proposing a modified update rule for assertion. (shrink)

Logic and philosophy of logic have increasingly become areas of research and great interest in Latin America and Spain, where significant work has been done and continues to be done in both of these fields. The goal of this volume is to draw attention to this work through a collection of original and unpublished papers by specialists from Latin America and Spain. Some of the papers are of importance for set-theory and model theory. They cover topics such as the foundations (...) of paraconsistency, the use of paraconsistent logic as a basis for set-theory, and the methodological aspects in both the justification of new axioms in set theory and the formalization of pre-theoretic notions. Other papers are related to epistemic logic. During the last four decades, the general shift towards flexible accumulation of capital has led to a growing requirement for an increased mobility of labour which greatly affects the restructuring of post-industrial cities today. Using a historical perspective to enlighten the contrast with the period of industrialization when urban planning was, on the contrary, aimed at fixing a large workforce within the city, I argue that the current transformations of urban landscapes one can observe within French cities signal a consequent (...) shift in the regulation of mobilities in the French post-industrial cities. The tactics aiming at regulating the mobilities at a narrow scale have disappeared in favour of a strategy aiming at adapting the city to the requirements of time and space compression through a simultaneous acceleration and rescaling of the daily mobilities. This shift in the regulation of urban mobilities reflects the recent evolution of the nature of urban power of the French post-industrial cities. (shrink)

It is as though no one approximates (even the study of) trauma with impunity: complex affects are stirred. A precipitous interplay of cognitive and affective dispositions, a heightened tension between the intense identifications elicited and the need experienced for some protective distance from the pain evoked undermine the stability of the boundaries between witnessing and telling, event and historical narration, narrative and reading. Hence the ambivalent appeal of the notion of trauma for the historian as well as for the cultural and literary theorist.The most cursory description of trauma reflects the complex temporal structure that punctuates the psyche’s relation to the traumatic event. The asymmetrical relation between experience and memory and the gross disparity between their affective and cognitive components are evident at once. Trauma has been characterized by virtue of the disjunctions it manifests. Its very formulation bears the mark of a construction emerging as the narrative of a belated experience.2 In recent publications on trauma, the references to the works of Freud, Janet, Kardiner, Lacan, and Laplanche take pride of place. Also noticeable is the emphasis placed on certain psychoanalytic notions: deferred action, death instinct, repetition compulsion, the real.Along with the explorations of trauma by psychoanalysts, historians, and literary theorists and the ethical issues they bring to the fore, the research of neurobiologists and cognitive scientists has raised a number of epistemological issues. A new wave of radical questioning of psychoanalysis comparable to that of the beginnings of this century shows its force today. The notions of repression and the repressed are considered logical impossibilities; the operations of the unconscious are deemed entirely inexplicable; and [End Page 134] defense mechanisms are considered to be mere verbal paradoxes. In what appears to be a species of defensive tactics, a supposedly neurophysiological rephrasing of psychoanalysis is taking place in some quarters, seemingly oblivious to the possibility of profoundly altering the very cohesion of this theory through the process of revision.Otto Fenichel in the thirties and Masud Khan in the sixties have provided us with succinct yet comprehensive overviews of the manner in which, since the very beginnings of psychoanalysis, every phase of theory making has influenced and reciprocally been influenced by the current concept of trauma and its clinical evaluation. It could be said that psychoanalytic theories are themselves organized around some sort of trauma. This is clearly the case in Freud’s theorizing. After his initial theory where the interrelated aspects of trauma, repression, and symptom formation became problematic, he arrived at the conclusion that castration constituted what might be termed a nuclear structuring trauma. An analogous theoretical point is implied in the Lacanian notion of the splitting of the subject. A normative trauma defines the limits of these theories and establishes a fixed relation between historical structural events. One has to shift perspectives in reading the works of those analysts concerned particularly with object relations. For example, Melanie Klein’s clinical researches on early childhood led her to postulate that the traumatic pathogenic situation par excellence is the overriding triumph of the death instinct. Winnicott understood this situation as entailing the annihilation of the core self by intrusion, while defining the traumatic impingement as the failure of the holding environment.It is relevant to comment on these different perspectives, as they afford the psychoanalytic clinician the possibility of differentiating between structuring (sexual) trauma and narcissistic trauma. This is a prepublication version of the final chapter from the Blackwell Companion to Consciousness. In it I re-examine the basic conditions required for a study of conscious experiences in the light of progress made in recent years in the field of consciousness studies. I argue that neither dualist nor reductionist assumptions about subjectivity versus objectivity and the privacy of experience versus the public nature of scientific observations allow an adequate understanding of how studies of consciousness actually proceed. The (...) chapter examines the sense in which the experimenter is also a subject, the sense in which all experienced phenomena are private and subjective, the different senses in which a phenomenon can nevertheless be public and observations of it objective, and the conditions for intra-subjective and intersubjective repeatability. The chapter goes on to re-examine the empirical method and how methods used in psychology differ from those used in physics. I argue that a reflexive understanding of these relationships supports a form of “critical phenomenology” that fits consciousness studies smoothly into science. (shrink)

Launched in 1982, the so-calledBerliner Wissenschaftsladen e. V.(WILAB) belonged to the scattered West-German ventures in “counter-science”. This article situates the origins of the “Laden” (~ workshop)—an “alternative” spin-off of sorts, spawned from the Technical University of Berlin—in the context of contemporary advances in regional science policy. In this connection, the ailing, de-industrializing “island city” arguably even played a certain pioneering role: elements of its multipronged “innovation offensive”, which peaked in the early-to-mid 1980s, were visible beyond city limits, including the trade (...) showBIG TECHand, notably, theBerlin Center for Innovation and New Enterprises(BIG), the FRG’s first start-up “incubator”, which opened in 1983.In other words, politically-minded scientists in tendency now had to deal with conditions that were less and less conducive to dreams of a “socially engaged” and “non-alienated” (counter-)science. Indeed, while hardly opposed to the new gospel of innovation, it’s not surprising that ventures such as WILAB, committed as they were to the production of “socially useful” science, found themselves increasingly marginalized. It’s as such a marginal venture, my argument goes, that WILAB’s prima facie hopeless attempt to initiate a different, more “humane” information technology sheds an instructive light on the emergence of “entrepreneurial” science in the FRG during the 1970s and 1980s. What separates Mario Perniola from other philosophers of his generation, is his programmatic inquiry into the dark side of humanities, what I here call ‘dank humanities’ – with a focus on topics hard to catch, and sides of experience and interpretation which evade simple pleasure and order. Often his thinking finds a niche where one can feel barely human or sense something that in the end evades interpretation. Suggestive in tone, it inquired into these topics also in a way (...) that made his thinking hard to classify as philosophy, cultural studies and/or psychoanalysis. In my article on his work, I aspire to think of it more commonly as a form of overall humanities, and to see it as a programmatic attempt to nail the potentials of the humanities to reach beyond our pleasures, understanding and safety-driven metaphysics. Many environmentalists believe that religion has been a major contributor to our ecological crisis, for Judeo-Christians have been taught that they have dominion over the earth and so do not consider themselves part of a biotic community. In this book a philosopher of environmental ethics acknowledges that religion may contribute to environmental problems but argues that religion can also play an important role in solving these problems―that religion can provide an ethical context that will help people to become sensitive to (...) the environment and to elect leaders who are genuinely responsive to the ecological crisis. Examining a broad range of Western religious traditions―from conservative Christianity and orthodox Judaism to Goddess feminism and nature religion―Max Oelschlaeger provides a sociolinguistic analysis of their creation stories and finds environmentally positive aspects in each of them. He asserts that religious discourse in the public arena can offer a way for such environmental issues as biodiversity, pollution, and population to be addressed outside the realm of special-interest politics. And he urges local churches to make "caring for creation" a theme for worship in their services; the majority of Americans, says Oelschlaeger, will discover an environmental ethic only through their religious faith. This overview of Consciousness Studies examines the conditions that one has to satisfy to establish a scientific investigation of phenomenal consciousness. Written from the perspective experimental psychology, it follows a two-pronged approach in which traditional third-person methods for investigating the brain and physical world are complementary to first-person methods for investigating subjective experience allowing the possibility of finding “bridging laws” that relate such first- and third-person data to each other. Mindful of the relative sophistication of third-person methods the chapter focuses (...) on the problems of developing similarly sophisticated first-person methods. The problems are of three kinds: (1) Epistemological problems: How can one obtain public, objective knowledge about private, subjective experiences? (2) Methodological problems: Given that one cannot attach measuring instruments directly up to experiences, what psychological “instruments” and procedures are appropriate to their study? (3) The relation of the observer to the observed: The more closely coupled an observer is with an observed, the greater the potential influence of the act of observation on the nature of the observed (“observer effects”). Given this, how can one develop introspective and phenomenological methods where the observer is the observed? The chapter argues that the epistemological problems are more apparent than real, although this requires one to construe what is private versus public, and what is subjective or intersubjective versus what is objective in a slightly different way—with some enabling consequences for a science of consciousness. Methodological problems are real, but not fundamentally different to the problems traditionally faced in experimental psychological investigations of mental phenomena. The close-coupling of observer with the observed in first-person investigations can also be a problem, producing “observer effects” that are more acute than in most third-person investigations. The chapter suggests that one can either try to minimise such effects or to harness them, depending on the purpose of the investigation. (shrink)

“Arisbe,” the Peirce home near Milford, Pennsylvania, belongs to the National Park Service, and the Delaware Water Gap National Recreation Area is responsible for its care. In 1979 a geodetic triangulation station was installed in the front yard and named the “C. S. Peirce Station.” This was intended, at least in part, as a recognition of the fact that Peirce's scientific career was in the service of the Coast and Geodetic Survey, and that the first of his more (...) than thirty years in its service was spent with triangulating parties along the coasts of Maine and of the Gulf states. It offers a suggestive metaphor for the present occasion. If the questions, methods, answers and reasons of another thinker, or of a whole movement of thought, whether earlier or later than Peirce, are illuminated by locating them, directly or indirectly, positively or negatively, in relation to those of the C. S. Peirce station, we may count that as part of the range of Peirce's relevance. In the case of an earlier thinker or movement, the relevance does not depend on Peirce's awareness or acknowledgment; in the case of a later thinker or movement, it does not depend on awareness or acknowledgment by that thinker or by one or more representatives of that movement. If the thinker is oneself, the triangulating will of course require a certain detachment. At least within limits, and perhaps even without limit, degrees of nearness or remoteness, likeness or difference, do not as such constitute degrees of relevance. And even if our interest is primarily in philosophical relevance, mathematical or scientific relevance may entail philosophical, and so be counted. (shrink)

‘‘The strange Story of the Concept which inaugurated Modern Theoretical Physics’’ is the title of a lecture which I delivered on the invitation of Professor Franco Selleri at the University of Bari about 20 years ago. Since Professor Selleri himself has written several interesting papers on this concept and since the centennial of the birth of modern theoretical physics will be celebrated soon, I found it appropriate to dedicate this essay, containing so far unpublished critical and historical comments on this (...) concept, to Professor Selleri on the occasion of his 70th birthday. It should be emphasized that the critical comments in this essay are not intended to question the validity of the theory initiated by this concept, a theory which in the realm of its applicability is daily corroborated by numerous experiments in high-energy laboratories all over the world. Although these critical remarks refer almost exclusively to the first publication of this theory, a publication which has been hailed as ‘‘the most important paper written in the 20th century,’’ they discuss profound problems of general importance for the study of the foundations of physics. This paper expounds and defends a judge-dependence account of aesthetic concepts, where aesthetic concepts are construed widely, to include for example both concepts of personal taste and more narrowly aesthetic concepts. According to such an account, it can depend on personal features of a judge whether it is correct for that judge to apply an aesthetic concept to a given object. After introducing and motivating the account, the article sets out to explain how some aesthetic questions can seem more objective (...) than others, or how there seem to be experts on some aesthetic questions, despite the judge-dependence of aesthetic concepts. At a conference in Athen some time ago, I had the honour to comment on Aldo Bressan’s lecture “On certain notions, partly extensional and partly modal, relevant for the semantics of general relativity”. A version of this lecture constitutes the first part of his paper “Again on relativistic semantics”. At Aldo Bressan’s request, I will outline the criticism put forward at the Athens conference. My comment does not, however, pertain to the second part of the preceding publication. Bressan’s considerations on (...) time and causality — which in fact illustrate the capability of the previously explained technical apparatus — are enlightening and truly stimulating. (shrink)

Background The use of Artificial Intelligence (AI) has the potential to provide relief in the challenging and often stressful clinical setting for physicians. So far, however, the actual changes in work for physicians remain a prediction for the future, including new demands on the social level of medical practice. Thus, the question of how the requirements for physicians will change due to the implementation of AI is addressed. Methods The question is approached through conceptual considerations based on the potentials that (...) AI already offer and the focus on central normative concepts of trust, explainability, and responsibility which play an important role when implementing AI in everyday clinical practice. Conclusion Interpersonal communication will not disappear upon implementation of AI. Instead, it is much more likely that the exchange between various actors in medical practice will become increasingly important. This adds another level of complexity to practical concepts such as Shared-Decision-Making, which must be addressed in empirical research, including the involvement of AI systems as actors in communication. New data-driven technologies yield benefits and potentials, but also confront different agents and stakeholders with challenges in retaining control over their data. Our goal in this study is to arrive at a clear picture of what is meant by data sovereignty in such problem settings. To this end, we review 341 publications and analyze the frequency of different notions such as data sovereignty, digital sovereignty, and cyber sovereignty. We go on to map agents they concern, in which context they appear, (...) and which values they allude to. While our sample reveals a considerable degree of divergence and an occasional lack of clarity about intended meanings of data sovereignty, we propose a conceptual grid to systematize different dimensions and connotations. Each of them relates in some way to meaningful control, ownership, and other claims to data articulated by a variety of agents ranging from individuals to countries. Data sovereignty alludes to a nuanced mixture of normative concepts such as inclusive deliberation and recognition of the fundamental rights of data subjects. (shrink)

Although he lost the race to the south Pole to a norwegian party led by roald Amundsen, the recent centenary of scott’s last expedition aroused widespread interest not only in Britain but around the world. this paper examines why the British public continues (...) to consume scott’s story, with particular reference to the period since 1945. Part one examines how scott’s story has been adapted to the cultural context of post-imperial Britain, in part by emphasising the scientific aims of his last expedition. Part two moves on to emphasise how this new emphasis was supported by the royal Geographical society and the scott Polar research institute, and drew on the extensive material culture and striking visual record left by the Terra Nova expedition. This dissertation attempts to identify the presence and role of myth in Parmenides' philosophical poem. It is argued that the myths of the poem are neither extrinsic to, nor entirely in service of, Parmenides' reasoned account. By virtue of the traditional significance which they possess, the myths of the poem determine both the form and content of Parmenides' philosophical presentation, with the result that Parmenides' philosophy should be viewed as an attempt to sustain traditional tales with philosophical argumentation. Primarily (...) two myths are identified as operative in the poem. The first is that of a mortal's chariot-journey on the path of the sun to a region of life, light and understanding. It is in the context of this archaic myth that a number of otherwise puzzling features of the poem are explained, including the detailed imagery of the prelude, the presentation of the search for knowledge as a "path," the goddess' advice on "ways of seeking," and the characterization of the poem's argumentation as "signs along the way." The second myth takes its point of departure from the first. Parmenides' conception of reality is, at its core, a mythological view of the cosmos as a whole, as associated with the vantage-point of the all-seeing sun at the apex of the sky. A dose examination of the "signs" of what is in Fr. 8 reveals that Parmenides' argumentation constitutes a defense of the notion of the cosmos as a single, animate, corporeal, possibly sentient, being. Mortal ignorance is accordingly explained as an error of perspective for Parmenides, i.e., the inability of charioteer-mind to arrive at an insight into the cosmic whole, the enduring unity from which all things come and into which they return. It is suggested that Parmenides does not deny change and plurality at the level of the phenomena; what he does deny is that change and plurality have reality from the perspective of the unity and totality of all things, in so far as that totality is conceived as a single, ever-living being. Vampire stories and folklores have originated from a range of sources; however, it is rather certain that the repulsive but attractive vampiric monster images in present popular culture are primarily derived from Anne Rice’s novel Interview with the Vampire. That being said, it was around the end of the eighteenth century that vampires first invaded the popular literary world, with literary vampires growing noticeably more powerful and perpetual than any of their monstrous predecessors in the years since the publication of (...) John Polidori’s successful short story The Vampyre in 1819. Due to associated aesthetic transformations, vampirism itself has become increasingly popular, to the extent that it now commands some followers who even worship vampiric rituals and lifestyles in spite of there being no solid, physical evidence of actual vampires, but rather only literary and imaginary examples of the creatures. In order to grasp how this fascination with vampires has turned into a quasi-religious phenomenon and ideology, a proper investigation of vampiric mechanisms and aesthetics should be empirical in nature. Utilizing Interview with the Vampire as an example due to its clearly substantial influence on current vampire imagery, this article examines how the paradoxical interchange between aversion and attraction plays its role in the visceral religion of the vampire-immersed world. (Dornaeh: 1961. Pp. 277.) This is a complete list of the writings, lectures, and artistic creations of the founder of Anthroposophy, Dr. Rudolf Steiner (1861-1925). It is, in addition, a description of the Temple of Anthroposophy, the "Goetheanum" in Dornach built after the ideas of Steiner, of his "mystery-plays," of his ideas on (...) "eurhythmy," of his designs of furnishings for the "Goetheanum," of his sculptural suggestions, etc. Thus, the booklet encompasses the whole life-work of Steiner and was published in 1961 at the 100th anniversary of his birth. It is prefaced by a biographical sketch based on Steiner's "Autobiography." Rudolf Steiner was the son of a railway employer from Lower Austria. He studied first in technical high schools (Realschule) in the neighborhood of the Austrian capital and then in the Technical University of u In the high school, he was already most impressed by the study of geometry and arithmetic because they seemed to show that there is an independent realm of thought not connected with the world of senses. This conviction led him to a lifelong search for a spiritual world beyond and above the visible world. While this impulse was rather scientific than religious, it led him also into the theosophical movement, then headed by Mrs. Annie Besant in London. But this connection was broken when Mrs. Besant wanted to appoint a young Hindu to be a reincarnation of Christ. This was unacceptable to Steiner and he founded the independent anthroposophical movement in Germany where he spent most of his life writing, teaching, and lecturing. His first writings were commentaries to the work~ of Goethe oa natural sciences. Goethe thus became the "heros eponymus" of Anthroposophy. In 1913, Steiner started to build the Temple of Anthroposophy at Dornaeh (Switzerland) which he called "Goetheanum." This temple, the details of the structure, its style, its furniture were supposed to be symbolical of.the ideas contained in Anthroposophy. In a cycle of lectures entitled "What was the purpose of the Goetheanum?" and "What is the purpose of Anthroposophy?" he states that this aim was the "exaltation of the human cognitive power into imagination, inspiration, and intuition." The results of this exaltation were a somewhat complicated and phantastic mysticism. The Goetheanum, which, for symbolical reasons, was built of wood, burned to the ground in 1922. Starting in 1924, it was replaced by a building in concrete. Steiner did not live to see the reconstructed Temple because he died in 1925. Steiner tried to invent new forms of art in his Goetheanum, new forms of dramatic poetry in his mystery-plays, and new forms of a spiritualized symbolic dance in his "eurhythmy." Pp. 308.) This is a new printing in the framework of the Collected Works of Rudolf Steiner of twelve lectures given during World War I in Berlin in 1916. These lectures are historically interesting since they refer to contemporary publications in Germany and Austria, but they also offer in nuce the main elements of "Anthroposophy" in the form of an anthroposophical anthropology and also of an anthroposophical philosophy of cosmic and human history. The whole is based on the assumption of the existence of a spiritual world paralleling the physical world. This anthropology is aimed at the refutation of the materialistic conceptions based on the natural sciences of that time. Steiner thinks that a man built according to the ideas of the natural sciences would not be a living being but a sort of "homunculus," i.e., an automaton. Apart from the physical body, man has an "ethereal body," an "astral body," and an "Ego." These three entities do not die a physical death. In addition they represent the world of animals, of plants, and of minerals, respectively, incorporated in man. Since its reunification, Berlin has regained its reputation as a sexually liberal European metropolis, offering spaces and infrastructures for non-normative sex to become present in the cityscape. However, with the advent of the COVID-19 pandemic in Germany and the concomitant measures to contain its spread, sexual practices and their open display have become highly contested and subject to increased regulation. In this article, we attend to sex work and casual sex among gay men, who, both historically and at present, have (...) been placed under particular public scrutiny and moralised governance. Yet, non-normative sex did not vanish from the city during the pandemic, but appeared in the form of both moralising media exposure and politically motivated public appearances. Attending to the intersections and divergences within these shifting presences of casual gay sex and sex work, we highlight how the biopolitical governance of pandemic sex has been evaded, contested and incorporated into efforts to normalise certain sexual activities. We therefore conclude that the pandemic had ambivalent effects on non-normative sexual practices in Berlin. It contributed to a further politicisation in the fight for their place in the city and to the emergence of normative assumptions about the respectable sexual subject for and within communities centred around non-normative sexual practices. The commentary is presented in three sections. Section 1 presents a brief summary of the main theses in Cummins' paper. In section 2, I argue that this analysis is not peculiar to cognition, and that in fact, a similar, more general analysis has been given [3] in fundamental areas of inquiry, hitherto independent of cognitive science. Finally, in section 3, it is argued that, if this general form of Cummins' analysis is correct, it calls for a profound re‐evaluation of (...) our conception of science. (shrink)
